Local Law 11 (FISP) applies to thousands of Queens buildings, with the highest concentration found in the pre-war corridors of Astoria, Jackson Heights, and Flushing. Given that most of this stock was constructed between 1900 and 1960, facade inspections routinely uncover structural deterioration that forces property owners to secure the public right-of-way without delay.
FISP applies to buildings greater than six stories. Sub-cycle 10B runs from February 21, 2026 to February 21, 2028. An “Unsafe” rating requires immediate sidewalk shed installation until repairs are completed and final sign-off is issued.
Since Local Law 48 and 51 of 2025 (effective Feb 2, 2026), facade repair sheds are now capped at 90-day intervals with no auto-renewal.
Note: Sheds tied to new construction, enlargement, or demolition are exempt from this cap.
